F1C 1983 conversion

I've updated 1983 to incorporate Jalnervion's latest special effects, with the loose files in the Vehicles directory removed. I also discovered a couple of teams flashing long shadows, which I've fixed, and created transparent windscreens for the Williams FW08 (the one team for which it was possible).
