I just realized that this photo is not from the Netherlands, is the German GP. Look at the openings in the windshield.

what is strange is not so much that the policeman moves, but that every other stays still in the same position.

No...the photographer took two photos......one of the first row of the grid and one of the second row of the grid. These two photos were combined with Photoshop to make it look like a wide-angled photo
