It's definately Lotus.

Gold Cup, Non championship F1 acepting F2 so it stays here
I do not think it's Gold Cup either. Graham used the No. 3 also in two F2 races in Finland on September 3 and 5 but I do not have any pictures of those races.
However, I do have a picture of Oulton Park (Gold Cup) and the position of the number does not match.
