Fuel consumption problem

I have been editing this game for over a decade now, and always managed to do what I intended.

But now, for the 1st time ever, I'm stuck with 1987 Hungaroring for almost a month now.
I know that the fuel use is calculated in the AIW by lap length x 20,9 (or 21-23, or whatever) and it always worked so far.

But now, for some reason, it doesn't!
No matter what number I put for fuel use, it's always more or less the same, and I always end up with no fuel, a lap or 2 before the finish!
Just as if the track doesn't read the fuel use from its AIW file. Could that be possible? If it is, from where does it read it then?

Oh, just noticed another thing, the AI re-fuel on their stops, even though they shouldn't! All the cars are supposed to start with 195 litres of fuel and drive the distance with it, no re-fueling.
How do I stop AI from re-fueling at pit-stops?

I'd be most grateful for any ideas, as it's driving me mad right now, cos it's a strange problem that I never have had before.

Check the files engine.ini

FuelConsumption=2.300e-005          // affected by throttle position and engine speed
FuelEstimate=1.000                  // fudge factor for differences between vehicle types (used for lap estimates and AI pit scheduling)

Compare the values of several seasons (Mods 1950-1970-2000)

2.300e = spends more fuel
1.150e = spends less fuel

I just do not know what that means = -005

The engine.ini files are the same in these lines:
FuelConsumption=3.330e-005 // affected by throttle position and engine speed
FuelEstimate=1 // fudge factor for differences between vehicle types (used for lap estimates and AI pit scheduling)

I'm doing this track by track, Hungaroring is the 9th of the season, and I've had absolutely no issues with that in the 1st 8 tracks, so I reckon we could rule the engine.ini files out.

None, actually. I've got these files quite a while ago from a man known by the nick of Pioneero and heavily reworked them since.
I have no idea who created the original files, as there was no indication whatsoever in the files I've received.
But the car bmp files, for example, look quite different than any of the mods you mentioned.

Anyone knows how do I prevent the AI re-fuel their cars on pit-stops?
