For sure it is Oulton, I asked the photographer and he only took photos at Oulton. At both rounds that is, so there could be mistakes in the ID of the round (explaining the Agostini T-car, which probably is R9 also) Have a look at the text in the report of R9

I think the #23 car was already rented out to Jaussaud before the "Smiley-deal" was done. That's why it is already in the livery for Nogaro. The race Nogaro race was only a week later so there was not much time left after the race. Officially the car was not there, but I wonder what would have happened if Smiley had needed the car.....He was picking up the bills after all. Maybe it is better not to call it a T-car but to mention it as "Car present but not officially entered"

Although it's not on Allen Brown's page for Round 8, the F1 Register books do show that Smiley had TS20-02 as a spare (though they have it as #22).
