I am almost certain the elevation we see rules out Buenos Aires and Brasilia (which was not a street circuit by the way). That would leave Interlagos or Kyalami or a test location we don't recognize. The last option might be possible as the pic was a Brabham press photo, which might have been taken during a test.

This one is also part of Brazilian GP set (because I uploaded it there). The picture is/was one of my ID-requests. Here is what has been posted as an answer... There has never been a final conclusion. Personally I think it's Interlagos
